Pradhan Mantri Awaas Yojana- Gramin (PMAY-G)

Background of the scheme
 

  • The Pradhan Mantri Awaas Yojana Gramin (PMAY-G) is a flagship scheme of the Government of India aimed to provide pucca houses with basic amenities to all eligible houseless households and households living in kutcha and dilapidated houses in rural areas. 
  • PMAY-G envisions the construction of quality houses by the beneficiaries themselves using locally available construction materials while using appropriate house designs based on the topography and climate and through locally trained rural masons. 
  • To achieve the “Housing for All” objective, PMAY-G has targeted to provide financial assistance to rural households to build pucca houses across the country. 
  • The Union Cabinet, Govt of India approved the continuation of PMAY-G for 5 years from FY 2024-25 to FY 2028-29. 

Key Features of PMAY-G

  • The minimum house size of a PMAY-G house is 25 sq. meter, including a dedicated area for hygienic cooking. 
  • The scheme grants Rs.1.30 lakh to eligible beneficiaries to build a pucca house in Assam. 
  • The unit cost is shared by the ratio 90:10 between Central and State governments. 
  • The money is offered in three installments by Direct Benefit Transfer (DBT) mode and the beneficiary is also entitled to 95 person days of unskilled labour from MGNREGS.  

Convergence with other schemes 

Along with the pucca house, the PMAY-G beneficiaries are also offered assistance for the followings through convergence with other schemes

  • Construction of toilets through the Swacch Bharat Mission-Gramin (SBM-G).
  • LPG connection through the Pradhan Mantri Ujwala Yojana (PMUJ). 
  • Water connection from Jal Jivan Mission (JJM).

 Selection of PMAY-G beneficiaries 

One of the most important features of PMAY-G is the selection of beneficiaries. To ensure that assistance is targeted at those who are genuinely deprived, and that the selection is objective and verifiable, the housing deprivation parameters in the Socio-Economic and Caste Census, 2011 and Awaas+ 2018 survey are used for identifying and then verified by the Gram Sabha. Once eligible households were identified and verified, the Permanent Wait List (PWL) of PMAY-G was prepared and sanctions of the houses were given on a priority basis.

 

The current Permanent Wait List prepared through SECC, 2011 and Awaas Plus 2018 survey have been exhausted and the new survey to identify eligible households is under progress.

Best Practices/New Initiative  

The following are the best practices adopted by Pradhan Mantri Awaas Yojana- Gramin in Assam. 

Beneficiary Support 

  • Every beneficiary who has been sanctioned a PMAY-G house is given the handbook where there are details of the six house types approved by the PMAY-G Assam along with information on using alternate materials to build their pucca houses along with a congratulatory letter from the Hon’ble Chief Minister to motivate and encourage the PMAY-G beneficiaries for proper utilization to only build the and timely completion of the house.  

The six types of houses are:

  • During the Financial year 2024-25, Assam has received total funds of Rs. 3106.41 Crore, comprising Rs. 2795.77 Crore from the Central share and Rs. 310.64 Crore from the State share. During this period, the state has utilized Rs. 2633.30. Crore. (data as on 04.02.2025)
  • House constructed with tubular steel roof truss and unplastered brick walls.
  • House constructed with Autoclaved Aerated Brick (AAC) blocks.
  • House constructed with fly ash blocks.
  • House constructed with bamboo tubes and iron nets.
  • House constructed with pre-painted linear profile sheets.
  • Chang-ghar
  • Stay at the Beneficiary's House by Hon’ble Ministers, Hon’ble MLAs, other dignitaries and officials of the department and administration.
  • A team at the GP level has been constituted, and its duties include following up with beneficiaries and supporting the construction of houses.
  • Problem-Solving Melas and Camps were organized where representatives from banks and departments to resolve issues of the beneficiaries.

Innovation in Green Technology

  • Collaboration with Technical Institutes such as Assam Engineering College AEC, Jalukbari, Assam and CBRI-IIT Roorkee Uttarakhand for conducting the tests required for developing alternative design materials such as CSEB and treated bamboo.

Rural Mason Training (RMT)

  • To ensure the availability of skilled masons in rural areas to ensure good quality construction of houses under PMAY-G, Rural Mason Training (RMT) was introduced with a target to train and certify an adequate number of masons in rural areas in collaboration with National Skill Development Corporation (NSDC).
  • Under RMT, 10,661 rural masons have been trained till date and another target of 20,000 was received for FY 2025-26.
  • The empanelment of 14 training providers for rural mason training in areas with a scarcity of masons.

New Initiative in Rural Mason Training

  • An initiative to train women beneficiaries, Lakhimi Mistri, was launched on 17.05.2025 in the presence of Shri Shivraj Singh Chauhan, Hon’ble Union Minister, Rural Development, Govt. of India and Dr Himanta Biswa Sarma, Hon’ble Chief Minister under PMAY-G.

Clusters of PMAY-G for Landless Beneficiaries

  • PMAY-G clusters are being developed to accommodate some of the landless beneficiaries.
  • Till now, 27 clusters have housed 972 landless beneficiaries across ten districts in the state.
  • Standard Operating Procedure (SOP) for allotment of land to landless beneficiaries residing under the Tea Garden areas.

Grievance Redressal

  • Grievances received through CPGRAMS are disposed of in a timely manner.
  • Grievances received from the public are also addressed in an appropriate and timely manner.
  • The establishment of a helpline for state integrity to handle complaints and inquiries on PMAY-G housing.
